See if yoiu have a ground polarity switch and change it. Make sure your cable is of good quality. It may have a short or ground too. Try a different one. The controls on your guitar may be causing it.Try a few thnigs before you go to the shop for repairs.

A few things could be causing this, but it sounds most like your amp is not grounded correctly. The reason why it pops when you touch the strings is that the human body is also considered a "ground point" (though not a safe one) and the amp is discharging through your strings into your fingers when you touch the guitar. This is an unsafe and potentially deadly situation.
If the power cord is damaged in any way, I'd get a new power cord for it at a local hardware or electronics supply store. While you're there, spend $5 for a plug-in outlet tester and check the power outlets in the room where you're playing it. It's rare, but sometimes power outlets are wired the wrong way and this can also cause your amp to buzz. If this doesn'tfix your problem, take your amp in to get it repaired.
There are also a few non-deadly causes of buzzing: old computer monitors, fluorescent lights and dimmer switches are all known for causing lots of buzzing when your guitar is around them.
